REVIEW OF BEAUTY SERVICES QUALIFICATIONS

We’d like to announce that the review of six beauty services qualifications has now been approved by NZQA. See below for more details.

 

New Zealand Certificate in Nail Technology (Level 4) [Ref:3443] 

New Zealand Certificate in Beauty Therapy (Level 4) [Ref:3444] 

New Zealand Diploma in Beauty Therapy (Level 5) [Ref:3445] 

New Zealand Certificate in Spa Therapy (Level 5) [Ref:3457] 

New Zealand Certificate in Specialised Epilation Therapy (Level 6) [Ref:3458] 

New Zealand Certificate in Specialised Skin Care Therapy (Level 6) [Ref:3459] 

 

Government are Asking for Strong Representation from All Industries!

 

Step up! ‘Have your say’, make your submissions and state whether or not you agree with the decisions proposed! 


As a smaller industry, compared with some much larger groups within the Workforce Development Councils (WDC’s), we need to be a strong collective voice, and prove that we want to be involved in the future direction of our industry. 



2 Submissions Need to be Made:

  • One for Creative, Cultural, Recreation and Technology WDC, and one for Health, Community and Social Services WDC, as our industry/ qualifications have been split between two separate WDC’s.




Creative, Cultural, Recreation and Technology Workforce Development Council with the proposed name Toi Mai. 

  • NZ Certificate in Make-up & Skin Care, Level 3. The qualification is aimed at graduates working in pharmacy/cosmetic counter and/or gaining foundation knowledge to progress towards industry pathways such as Make-up Artistry and/or Beauty Therapy qualifications.
  • NZ Certificate in Make-up Artistry L4.
  • NZ Certificate in Performance Make-up and Prosthetics L4.

 

Health, Community and Social Services Workforce Development Council, with the proposed name Community, Health, Education and Social Services.

  • NZ Certificate in Beauty Therapy, Level 4 - developed from the original beauty specialist qualification plus additional skills.
  • NZ Certificate in Nail Technology, Level 4.
  • NZ Diploma in Beauty Therapy, Level 5.
  • NZ Certificate in Spa Therapy, Level 5.
  • NZ Certificate in Specialised Skin Care Therapy, Level 6
  • NZ Certificate in Specialised Epilation Therapy, Level 6.


It would make sense for our suite of 9 qualifications to remain as a collective, with the aim to identify career opportunities and pathways for all learners are viewed clearly within their aligned industry. To keep the qualifications under one WDC may enable us to have a stronger voice, to support consistency in qualification direction and development.
 
 
We appreciate it takes time to read and to make sense of all the documentation.
 
It is extremely important that individual feedback is submitted from your business, or personal email address.
 
We have put some points together for feedback, which you can use, add to, or delete/change parts as fit your own views. You may want to state the qualifications are under one particular WDC or another.

I agree with the proposed name, Community, Health, Education and Social Services.

 

Proposed mechanism for Industry Engagement

I feel unable to clearly identify whether I agree or disagree with the proposed mechanism for Industry Engagement, regarding information of how these points of engagement will be addressed, at this stage of consultation.

It is not clear how the industries will be grouped. Our beauty industry is made up of hundreds of small businesses across the country. I am concerned that our smaller voice will be lost to the larger industries/employers. Is there assurance that our beauty industry will have adequate opportunity to provide effective input across the given bulleted points of Industry Engagement.

 

Governance

I do not have specific comments to make regarding governance arrangements for the WDC.

 

Coverage

I agree to a greater extent with the proposed coverage for this WDC.

 

I am concerned by the split of coverage for the beauty industry into two separate WDCs. The split identifies that Skin therapies and Nail technology qualifications sit within the Health, Community and Social Services WDC while the Makeup and skincare (introduction), Performance makeup and prosthetics, and Makeup artistry qualifications sit within the hairdressing under the Creative, Cultural, Recreation and Technology WDC. While I understand that Hair and beauty are sometimes part of the same small business, I feel strongly that we need representation to ensure our qualifications remain and develop as a collective, with the aim to ensure career opportunities and pathways for all learners are viewed clearly within their aligned industry, thereby keeping the beauty qualifications under one WDC. The majority of beauty industry qualifications currently sitting within the HCSS WDC.

 

The name ‘Skin therapies’ does not clearly identify the various skills that sit under this group of qualifications, where ‘Beauty and Skin Therapy (or Therapies)’ may be more accurate. Nail Technology would fit within this description.

 

As an industry we want to be sure that beauty industry businesses will have a strong voice with effective industry representation towards a collective suite of qualifications, and involvement in ensuring industry needs are met.

Proposed name, Toi Mai

 Could the name be more specific for people to be able to identify more easily?

Toi Mai encompasses a broad coverage of industries - I have read the industries are further classified, but this has not been included in this consultation.  I would like to respect Maori consultation has felt this an appropriate name.

Coverage

I strongly disagree with the proposed coverage for this WDC.

 

I am concerned that the coverage is too wide and contains too many unrelated industries. The smaller voices and smaller businesses are likely to be lost in the broadness of industries covered. As an industry we want to be sure that beauty businesses will get a strong voice in the qualification process.

 

I am also concerned by the split of coverage for the beauty industry into two separate WDCs. The split identifies that the Makeup and skincare (introduction), Performance makeup and prosthetics, and Makeup artistry qualifications stay with hairdressing while Skin therapies and Nail technology qualifications move to the HCSS WDC. I understand that Hair and beauty are often part of the same small business. I feel strongly that we need representation to ensure our qualifications remain and develop as a collective, with the aim to ensure career opportunities and pathways for all learners are viewed clearly within their aligned industry, thereby keeping the beauty qualifications under one WDC. The higher proportion of our qualifications are sitting within the HSCC WDC.

The name ‘Skin therapies’ does not clearly identify the various skills that sit under this group of qualifications, where ‘Beauty and Skin Therapy (or Therapies)’ may be more accurate.
